In case you are not aware,
HB 871 was heard before the House Education
Committee last Thursday. The bill received moderate
opposition from
the public education establishment. It received strong
support from
the governor’s office. However, Rep. Cameron Henry,
author of the bill
decided, to voluntarily defer the measure. He reasoned
that the
committee brought up several issues that needed to be
explored and then
put into the bill in correct wording. He did not think
amending it
that day would be adequate. The bill is expected to be
brought up
again.
Attached is a petition I have put together in support
of HB 871. I
know a lot of people are busy and may not have time to
call
representatives, so in addition to calling, I am trying
to get as many
signatures rounded up as possible. If you would print
out a copy of
the attached petition and then collect signatures from
as many friends,
family, etc. as possible in your circles, then we can
combine them all
and send copies to all of the members of the education
committee. I
would like to get as many as possible by June 1. I have
not heard if
the bill is back on the calendar yet, but don't want to
wait too long.
If you will fax or mail your copies to me, I will
compile them and send
them out. If you know people in other parts of the
state that would do
the same, it would be great - the more the better!
Remember, people
can support the bill even if they do not home school,
just believe our
kids should have this right. If you have any questions,
or cannot open
the file for some reason, call me. If we get together,
we can make a
difference!

again. Since there wasn’t a vote, we do not know who
was truly
supportive of the measure. We did get the impression
that Rep Armes of
Leesville will be opposed. Our strategy will be to call
him and also
try to get school coaches and teachers to call in
support as well. So
if you know anyone who supports homeschooling and works
in the public
schools that would be willing to call, please do so.
Please just ask
graciously for him to support the measure.

Other reps that seemed to be undecided were Aubert,
Chandler, Dixon,
and Ritchie. Trahan, Badon, Carter, Downs.
The only rep that was decidedly in favor was Rep
Hoffman. Sending
him a thank you would be nice.
We do not try to change the minds of those who are
strongly opposed.
That would be Edwards and Smith and Hardy.
There are two measures on the Senate side that mirror
this measure
exactly they are:
SB 576 by Riser and SB 578 by Michot. They are not
scheduled to
heard yet.

Dear CHEF Families:
Three bills have been proposed this session that create
an avenue for
approved home study students to participate in certain
public school
activities. House Bill 871 will be considered first. It
is scheduled to be
heard Thursday morning, April 10 by the House Education
Committee. (An
analysis of the bills is included below.)
CHEF of LA stands neutral on the issue of home school
student involvement
in public school extracurricular activities. While we
know that a
participating student will be required to sacrifice
some freedom from
government regulation, we also know that a few of our
member families are
willing to make such a sacrifice so that their children
might benefit from
certain opportunities the parents have been unable to
provide.

871 (HENRY) STUDENT/HOME STUDY: Provides
eligibility for certain home
study students to participate in public school
interscholastic
extracurricular activities.

576 (MICHOT) STUDENTS: Provides
eligibility for certain home study students to
participate in public school interscholastic
extracurricular activities. (8/5/08)
SB
578 (RISER) SCHOOLS: Provides
eligibility for certain home study
students to participate in public school
interscholastic extracurricular
activities. (8/15/08)
All 3 bills are identical except the House version
includes the standard
closing section about effective date/governor's
signature.
Section A
Provides for participation of approved home study
students in public
school interscholastic extracurricular activities
beginning with the
2008-2009 school year
Section B
1.) limits participation to the public school the
student would be
assigned to
2.) grants school principal full authority to approve
student
participation
3.) limits eligibility to "approved home study"
students
4.) student must qualify academically; the means to be
determined by
agreement between principal, district superintendent
and parent
5.) student must meet all other standards and
requirements applicable to
a public school student except enrollment and
attendance
Section C
Makes it unlikely that a public school student who is
disqualified from
an activity for academic or disciplinary reasons will
choose to become a
home study student to circumvent his ineligibility by
doubling the time
period for the disqualification.
